What happened to the PEER Money?

A couple weeks ago I submitted OPRA requests in search of what is happening with our PEER money. One request was ignored. Here is the pertinent part of the request and the response:

Failure to provide written clarification of your request will result in the closure of this OPRA request.

The county did send me all contracts pertaining to the allocation and dispensation of PEER funds. But this question worries me – “1)What Revenue Source are you requesting?”

What part of “Monthly amount of checks from Cumberland Manor to County Treasurer for 2009, 2010, & 2011 to-date” did they not understand? I want to know the amount of every check written from The Manor to the County Treasurer. Maybe my grammar was improper? I replied with the clarification that I wanted to know the amount of EVERY check written from the Manor TO the County Treasurer. They have so far ignored that request – which is going to leave me no recourse but to go to court.

However, what I understand is that there is a check written to the County Treasurer in the amount of $80,000 (more or less) every month. This money, as my sources have told me (the county has absolutely NO information on PEER) is for the PEER program which allocates the money for services to the aged and disabled for the purpose of keeping this population out of nursing homes.

$80,000 a month times 12 months equals $960,000 a year. I am simply asking, what happens to this money. After tallying the monies, it appears there is a consistent amount of money in the range of $250,000 a year allocated to county non-profits to provide these services. My question is this – what happened to the other more then HALF A MILLION?

    Has anyone questioned the competence of those doing this research for your request? Or are these employees serving at the “pleasure” of “THE BOARD” to keep “her” job!! Person is known to do whatever is necessary to get ahead at any “expense”, especially after receiving a layoff notice!!!
